Preheat the oven to 350 degrees.
Grease the 9x13 inch baking pan.
In a bowl or a small saucepan heat up water and bouillon cubes. Set aside.
In a medium saucepan over medium heat brown ground beef and drain. Put the beef back in the saucepan and add the onion flakes, Italian seasoning, tomato paste, Worcestershire sauce, garlic, beef bouillon mix, and flour. Stir well.
Stir in the thawed peas & carrots into the meat mixture.
Spread the meat and vegetable mixture into the 9x13 baking pan. Place tater tots on top laying them in neat rows.
Bake the casserole in the oven uncovered for 40-45 minutes.
Remove and sprinkle with the cheddar cheese. Place back in the oven for 3-5 more minutes or until the cheese is melted.
Serve immediately.
