  2. Grease a 9×13-inch baking pan and set aside.
  3. In a bowl or small saucepan, heat the water and dissolve the beef bouillon cubes. Set aside.
  4. In a medium saucepan over medium heat, brown the ground beef. Drain the grease, then return the beef to the pan.
  5. Add the dried onion flakes, Italian seasoning, tomato paste, Worcestershire sauce, garlic, beef bouillon mixture, and flour. Stir well until fully combined and thickened.
  6. Stir in the thawed peas and carrots.
  7. Spread the meat and vegetable mixture evenly into the prepared baking dish.
  8. Arrange the frozen tater tots on top in neat rows.
  9. Bake uncovered for 40–45 minutes, until the tots are golden and the filling is bubbling.

  • Bake the casserole in the oven uncovered for 40-45 minutes.
  • Remove and sprinkle with the cheddar cheese. Place back in the oven for 3-5 more minutes or until the cheese is melted.
  • Serve immediately.
